xpdev: LGPL, not GPL, on sockwrap, os_info, semfile and haproxy

sockwrap.c, sockwrap.h and semfile.c carried the GPL notice the rest of
the library does not use, os_info.c and os_info.h carried no notice at
all, and haproxy.h carried the GPL notice with no copyright line of its
own, holding constant definitions transcribed from the published PROXY
protocol specification. Every other file in the library is LGPL.

The license paragraph and the header box are copied verbatim from
genwrap.c, so the tabs and the box alignment match its siblings.
